Chapin has been one of the fastest-growing parts of Lexington County for years, and the growth has a particular shape: subdivisions and custom homes spreading outward onto land that was farm, timber or nothing at all. Those lots are frequently beyond the reach of county water and sewer lines, which means the house cannot be occupied until it has both a well and a septic system.
That sequencing catches people out. A well is not a finishing trade.
