An unused well can't just sit in South Carolina. State rules say it must be capped while it's idle. Once it's been out of service for more than 36 months, it has to be permanently sealed (SC Regulation 61-71). That sealing is well abandonment. Only a South Carolina certified well driller can legally do it. Austin Drilling provides well abandonment services across the Midlands and Upstate, and we'll tell you honestly if your old well is worth saving instead.
Why does an old well need to be sealed?
An open well is a straight pipe into your drinking water. Surface water, fertilizer, and septic runoff can run down the casing and into the aquifer. That aquifer feeds your neighbors' wells, too. A rotted cap is also a real fall hazard for kids, pets, and livestock. We've seen old hand-dug wells hiding under a sheet of plywood and some leaves. Nobody knew they were there.
What does South Carolina law require?
The rules live in SC Regulation 61-71, the state's well standards. They're enforced by the SC Department of Environmental Services. Four parts matter to a homeowner.
First, a well out of service must have a watertight cap or seal. Second, any well unused for more than 36 months must be permanently abandoned unless the owner requests a variance. Third, a well that becomes a contamination source must be repaired or sealed immediately after the state gives notice. Fourth, the work must be done by a certified driller, who then files a Water Well Record Form 1903 with the state.
That last part protects you. The form is your proof the well was closed correctly. Buyers, lenders, and inspectors may ask for it later.
How does a certified driller seal a well?
The driller pulls the pump, pipe, and wiring first. Then the well gets filled from the bottom up in one continuous pour. Regulation 61-71 requires grout forced in under pressure or placed through a tremie pipe from the bottom. On a home or irrigation well, the lower section can take approved grout, sand, or gravel. The top 20 feet must be neat cement, bentonite-cement, or high-solids bentonite grout. That cement plug is what stops surface water for good.
After the pour, the site is cleaned up. The paperwork goes to the state.
Should you seal it or bring it back?
That depends on what the well looks like inside. Plenty of our calls start like this one: "There's a well on my property, but we're on city water. Does it still work?" Another owner had their pump stolen and didn't know if the well itself was any good.
In both cases, we inspect before anyone decides. We check the casing, the water level, and the water quality. A sound well can often get a new pump and go back into service, which is covered in our guide to an old well on your property. A cracked casing or a shallow dug well usually points to sealing. If you still need water afterward, new well drilling is the next step.
What goes into the price of well abandonment?
Every well is different, so every quote is too. Depth matters most because it sets how much grout the job takes. Diameter matters as well, since a wide dug well swallows far more material than a drilled one. Stuck pumps or debris add time. So does a well that's hard to reach with a truck. FAQ
Can I seal an old well myself in South Carolina?
You can't. Regulation 61-71 says wells must be abandoned by a South Carolina certified well driller.
How long can a well sit unused?
A well out of service for more than 36 months must be permanently abandoned unless you request a variance from the state.
Do I need well abandonment services before selling land?
You often do. An unused, uncapped well can come up during a well inspection before buying a house, and a Form 1903 answers the buyer's question.
